Notice of Finding of No Significant Impact and Notice of Intent to Request Release of Funds June 25, 2026 City of North Adams City Hall 10 Main Street North Adams, MA 01247 413-662-3025 These notices shall satisfy two separate but related requirements for activities to be undertaken by the City of North Adams for its FY2025 CDBG Mini-Entitlement Program. To all Interested Agencies, Groups and Persons: Notice of Intent to Request Release of Funds On or about July 14, 2026, the City of North Adams will request the Commonwealth of Massachusetts to release CDBG funds under Title I of the Housing and Community Development Act of 1974 (PL 93-383) as amended, for the following identified projects located within the City of North Adams, Berkshire County, Massachusetts: 6-B Infrastructure - Prospect Hill Area Roadway Improvements (Tremont, Beacon, & Wesleyan streets) This activity consists of the milling and resurfacing of the three streets identified above for the installation of newly paved blacktop roadways (approx. 1,310 LF), with corresponding work thereto such as new sidewalk installation to replace old existing sidewalk, curbing repairs, potential hydrant replacement where needed, new line painting and stripping as may be needed. The amount of $693,500 of CDBG funds has been secured in which to do the construction. This activity proposed is categorically excluded under HUD's regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. An Environmental Review Record (ERR) that documents these environmental determinations is on file at City of North Adams, Office of Community Development (OCD), Rm. 107, City Hall-10 Main Street, North Adams, MA 01247, where the ERR is available for public review, and may be examined or copied weekdays upon request at the OCD during the normal business hours of 8:00 am through 4:30 pm, Monday through Thursday, and on Fridays from the same starting time to 1:00 PM. Notice of Finding of No Significant Impact 6-D Public Facilities - Phase IV Spitzer Senior Center Improvements This project will consist of installing a new four-vehicle parking lot on the northerly side of the facility in order to alleviate the existing congested parking lot on the southerly side. The new parking lot will be blacktopped with associated work thereto such as curbing, markings, curb cut access to the street, lighting, and minor landscaping, and allow for an easy entry transition to the building's north vestibule. The amount of $120,000 of CDBG funds has been secured in which to do the construction. The City of North Adams has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1069 (NEPA) is not required. Additional Project information is contained in the same above referenced Environmental Review Record on file at the same above identified municipal location during the same aforementioned times. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to the City of North Adams to the Office of Community Development, Rm. # 107, City Hall, 10 Main Street, North Adams, MA 01247. All comments received by July 14, 2026 will be considered by the City of North Adams prior to authorizing the submission of both its Notice of Request for Release of Funds (NOIRRF) and its Finding of No Significant Impact (FONSI) for all of the aforementioned projects. ENVIRONMENTAL CERTIFICATION The City of North Adams certifies to the State that the Certifying Officer, Michael F. Nuvallie, in his capacity as Community Development Specialist of the OCD, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The HUD approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of North Adams to use CDBG funds. OBJECTIONS TO RELEASE OF FUNDS The State will accept objections to its release of funds and the City of North Adams certification for a period eighteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: a) the certification was not executed by the recipient's Certifying Officer of the City of North Adams, MA; b) the City of North Adams, MA has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Massachusetts Community Development Fund/CDBG Program, Executive Office of Housing & Livable Communities, 100 Cambridge Street, Suite 300, Boston, MA 02114. Potential objectors should contact the State to verify the actual last day of the objection period. Michael F.
