Town of Lenox - 6 Walker Street - Lenox, MA 01240 Request for Proposals for Lease of Space on Existing Emergency Communications Tower for Telecommunications Facilities The Town of Lenox, Massachusetts, acting through its Select Board, the awarding authority, is accepting proposals to lease (non-exclusive) space on an existing emergency communications tower at the Lenox Public Safety Complex located at 227 Housatonic Street, Lenox, to wireless network providers or tower management companies for the purpose of installing wireless communications facilities and related apparatus. The term of the lease will be ten (10) years, with options to extend the term of the lease for two (2) additional terms of five (5) years each, for a term of twenty (20) years in total. The Request for Proposals (RFP) is available September 30th, 2026 after 9:00 a.m. at the Town Manager's Office, Lenox Town Hall, 6 Walker Street, Lenox, MA 01240, or by contactingEammon Coughlin, Town Planner (ecoughlin@townoflenox.com or 413-637-5500 x1203). Proposals will be accepted until December 3rd, 2026 at 12:00pm (Noon) at the Town Manager's Office at the Lenox Town Hall. A response to the RFP requires separate Technical and Price Proposals, both in sealed envelopes. Please follow the submission requirements and instructions contained within this RFP; failure to do so may result in the response being considered nonresponsive. For a 20 Year Term Lease: The annual rent shall not be less than Thirty Thousand Dollars ($30,000) per year, and the rent shall increase annually during the term of the lease by at least three per cent (3%). In addition, the successful proposer shall pay the Town at least twenty per cent (20%) of the gross proceeds it receives from subleasing, provided, however, (1) if the proposer is a provider of personal wireless services, proposer may install and operate its own personal wireless facility and such operation is not subject to sublease rent calculations, and (2) if the proposer is not a provider of personal wireless services, proposer may exempt the lowest value sublease from sublease rent calculations. Proposers are strongly encouraged to offer a competitive minimum rent, escalator and/or percent of proceeds, as price is one of the comparative criteria. All proposals shall remain open and available for acceptance by the Town for a period of one hundred twenty (120) calendar days from the deadline for submission, or until the lease has been executed, or this Request for Proposals is cancelled, whichever occurs first. The Town of Lenox reserves the right to reject any or all proposals, waive informalities, and to award the lease in the best interest of the Town.
