CITY OF PITTSFIELD PURCHASING DEPARTMENT STATEMENT OF QUALIFICATIONS The City of Pittsfield, Massachusetts, acting through its Mayor and its Purchas-ing Agent, will receive sealed Statements of Qualifications for: IFB #27-012 Reconstruction of Wahconah Park Grandstand & Concessions Prequalification The City of Pittsfield, MA (City) invites qualified and experienced General Contractor (GC) firms and Filed Trade Sub-Contractors to submit a Statement of Qualifications (SOQ) to the City via mail or hand delivery to City of Pittsfield Purchasing Office, attn: Cristina Duhamel, Deputy Purchasing Agent, Pittsfield City Hall Room #102, 70 Allen Street, Pittsfield, MA 01201 no later than July 22nd, 2026 at 2:00PM. This Request for Qualifications (RFQ) is the first part of a two-step RFP process as provided in M.G.L. c. 149, 44D1/2. Based on the SOQs received in this Phase I, the City will select respondents it deems to be prequalified in accordance with the criteria set forth in the RFQ. In Phase II, the prequalified respondents will be invited to submit bids in response to an Invitation to Bid which the City anticipates to be issued during September 2026.Only GC & Filed Trade Sub-Contractor firms prequalified for this project in Phase I will be permitted to submit bids in Phase II. The proposed project includes improvements to Wahconah Park intended to enhance safety, functionality, accessibility, and site drainage. Work will consist of the replacement of the existing bleacher system with a new, code-compliant bleacher structure designed to meet current building and accessibility standards, while maintaining similar features of the former ballpark. The project also includes the construction of new permanent restrooms and concessions buildings to support site operations and accommodate anticipated occupancy. The site is Wahconah Park on Wahconah Street, Pittsfield, MA. At the time a GC firm submits its SOQ it must have a DCAMM Certification in the Contractor Category, "Prime Contractor" with a single limit greater than the $14M estimated construction cost. The GC firm must submit a copy of its Certificate of Eligibility and Update Statement with its SOQ. This required SOQ is different from DCAMM Certification; all GC firms must be prequalified for this project, even if the GC firm is already DCAMM Certified. At the time a Filed Trade Sub-Contractor submits its SOQ it must have a DCAMM Certification in one of the following Trade Categories: Masonry; Miscellaneous and Ornamental Iron; Waterproofing, Dampproofing and Caulking; Roofing and Flashing; Metal Windows; Glass and Glazing; Tile; Terrazzo; Acoustical Tile; Resilient Floors; Painting; Elevators; Fire Suppression; Plumbing; HVAC; Electrical. This required SOQ is different from DCAMM Certification; all Filed Sub-Bidders must be prequalified for this project, even if the Filed Sub-Bidder is already DCAMM Certified. The RFQ may be obtained from the City of Pittsfield Purchasing Office at 70 Allen Street, Pittsfield, MA 01201, 413-499-9470 on July 01, 2026 after 12:00 Noon. Further public notice information regarding the specifics of this project and the prequalification evaluation criteria and selection process is included in the RFQ. The City of Pittsfield Purchasing Agent reserves the right to accept or reject any or all submissions or to waive any informality in the bidding. Also reserved is the right to reject, for cause, any SOQ in part or whole, if it is judged by the Purchasing Agent that the best interests of the City will be served thereby. Wages are subject to the prevailing wage requirement of M.G.L. Chapter 149, 26-27F, inclusive.
