Town of Lee Invitation to Bid Bituminous Concrete Resurfacing - 2026 The Town of Lee acting through its Public Works Department invites sealed bids for Pavement Surfacing in the Town of Lee. Pavement resurfacing shall include placement of 1.5" wearing course (overlay) over an emulsified tack-coat using MassDOT 9.5mm Superpave shall be installed. All materials and installation are to be performed in accordance with the Massachusetts Department of Transportation's latest Specifications for Highways and Bridges unless otherwise noted. Bid prices shall include all labor, equipment, and material for a complete in place product. Only those bidders who provide proof of their capacity to meet MassDOT Certification requirements for Pavement Surfacing for a project value of $1,083,000.00 will be allowed to receive Bid Proposal Packages for purposes of bidding on this project. Specifications are available online only from the Office of the Department of Public Works, Monday through Friday 7:00 a.m.-3:30 p.m., electronic requests only at leonard.tisdale@leema.gov or samantha.lovett@leema.gov. Sealed bids shall be labeled, "Bituminous Concrete Resurfacing - 2026" and will be received by the Town Accountant at the Town Hall, 32 Main Street, Lee, MA until 2:00 p.m. on May 7, 2026. All bids will be opened, and the total bid amount read aloud at the above-mentioned place and time. Each bid shall be accompanied by a security or bond in the amount of 5% of the bid price. The successful bidder must furnish a 100% performance bond for the described work. No bidder may withdraw his bid for a period of thirty days, excluding Saturdays, Sundays, and holidays after the bid opening date. Wage rates are subject to the minimum wage rate as per M.G.L. CH. 149 section 26 to 27F inclusive. The Minority Employee Percentage Rate to be applied to this project will be no less than 5% in each class.
