LEGAL NOTICE CITY OF NORTH ADAMS M.G.L c. 7C, REQUEST FOR QUALIFICATIONS Bid No. NA-2026-006 The City of North Adams, through its Office of Community Development, is seeking proposals from experienced and qualified architectural design firms to prepare a bid-ready set of plans and specifications for exterior improvements at the Historic Heritage State Park. The project includes the design of roofing, siding, window, and door improvements for Buildings One, Two, Three, Five, and Six at the park. The objective of this project is to develop bid-ready plans and specifications for the work described above. Unless otherwise amended, final documents shall be submitted no later than October 2026 to support construction funding for the rehabilitation of the buildings. Qualifications will be received until Tuesday, March 31, 2026, at 11:00 a.m., at the Office of Procurement, Room 201, 10 Main Street, North Adams, Massachusetts 01247, at which time and place they will be publicly opened and recorded. The Awarding Authority shall evaluate designers' qualifications and performance in accordance with M.G.L. c. 7C, 48, including the use of the Designer Selection Board evaluation form(s), as applicable. The fee for this Request for Qualifications (RFQ) shall be negotiated. The Approving Body shall review the list of finalists and rank the designers in order of qualification. The Approving Body shall request a fee proposal from the highest-ranked designer and commence contract negotiations. If the Approving Body is unable to negotiate a satisfactory fee with the highest-ranked designer, negotiations shall be terminated and undertaken with the remaining designers, one at a time, in the order in which they were ranked, until agreement is reached. In no event shall a fee be negotiated that exceeds the maximum fee established by the Approving Body prior to the selection of finalists. The not-to-exceed fee for this project is $250,000. A site visit will be held for the convenience of prospective proposers on Friday, March 13, 2026, at 10:00 a.m., at 1 Furnace Street, North Adams, Massachusetts. This solicitation is being conducted in accordance with the provisions of M.G.L. c. 7C. The City reserves the right to waive minor informalities, negotiate with the selected proposer, or reject any or all proposals. The City of North Adams shall not be liable for any costs incurred by proposers in the preparation or submission of qualifications. A plan deposit of $20.00 per set will be required for hard copies. Complete sets of solicitation documents must be used in preparing submissions.
