Otis Cultural Center Stabilization and Renovation-Phase 2, Belfry Legal Notice Oct 09, 2025 The Town of Otis, Massachusetts is seeking bids for Phase 2- Belfry stabilization of the Otis Cultural Center, formerly St. Paul's Episcopal Church, listed on the State Register for Historic Places. All work must comply with the Secretary of the Interior's Standards for the Treatment of Historic Properties. This project is partially funded with a grant from the Massachusetts Historical Commission. Sealed bids for furnishing the following item will be received by the Town of Otis Select Board, 1 North Main Road, Otis, MA 01253 until the time specified below at which time the bids will be publicly opened and read: ITEM Filed Sub-Bid: Roofing and Flashing BID OPENING Thursday, November 06, 11:00 AM General Bid BID OPENING Thursday, November 20, 11:00 AM Plans, specifications and bid forms may be obtained from the Town of Otis by submitting an emailed request to Brandi Page, Town Administrator, townadmin@townofotisma.com, with the applicant's name and a valid email address. Filed Sub-bids will be opened in the Town of Otis Town Offices, 1 North Main Road, Otis, MA 01253 on Thursday, November 6, 2025, 11:00 AM. General Bids will be opened on Thursday, November 20, 11:00 AM at the same location. Each Bid and Filed Sub-bid must be accompanied by a bid security consisting of a BID BOND, CASH, or CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price. A Site Visit will be held at the project site, 13 Monterey Road, at the southwest corner of the intersection of State Routes 8 and 23, in Otis, on Wednesday October 29 at 10:00 AM. It is strongly encouraged that all prospective bidders and filed sub-bidders have a representative in attendance. A performance bond , and a labor and materials bond, each in an amount equal to 100 percent of the total number of the contract price with a surety company qualified to do business in the Commonwealth of Massachusetts will be required for the faithful performance of the contract. All bids for this project are subject to applicable public bidding laws of Massachusetts, including Massachusetts General Laws, Chapter149, Sections 44A through 44H, as amended. Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Workforce Development and the weekly payroll record submittal requirements under the provisions of M.G.L. Chapter 149, Sections 26 through 27D inclusive. Attention id further directed to the requirements of M.G.L. c.149, Section 44D requiring submission of a Division of Capital Asset Management-approved Certificate of Eligibility and Update Statement with all bids. Selection of the contractor will be based upon bidder qualifications, including evidence of past performance on similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder. The bidder agrees that its bid shall be good and may not be withdrawn for a period of 30 days, Saturdays, Sundays and legal holidays excluded, after the opening of the bids. The Town of Otis reserves the right to waive any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town.
