INVITATION FOR BIDS The Town of Adams, Massachusetts, acting through its Community Development Department, invites sealed bids for: DOWNTOWN ROADWAY RESURFACING AND SIDEWALK RECONSTRUCTION PROJECT The work under this Contract consists of a roadway and sidewalk improvements on Albert Street, Cook Street and Pleasant Street in the Town of Adams. The work consists of pavement reconstruction, pavement milling and overlay, new granite curb, cement concrete sidewalk, cement concrete driveway aprons, pedestrian curb ramps, signage and line painting. The limits of work are as follows: Albert Street from the intersection of Cook Street to approximately 500-feet north. Cook Street from the east side of the railroad crossing to approximately 200-feet east to the bridge over the Hoosic River. The section excludes work at the active railroad crossing that is approximately 15 feet in width. Cook Street from Crotteau Street approximately 140-feet west to the bridge over the Hoosic River. There is no work to be conducted on the Hoosic River bridge or the active railroad crossing. Pleasant Street from the bridge over the Hoosic River approximately 550-feet north to the Ashuwillticook Rail Trail. There is no work to be conducted on the Hoosic River bridge. No telephone calls will be accepted as questions must be in writing. Email is an acceptable form. A Pre-Bid Conference is scheduled for 1:00 PM on August 8, 2024 at Town of Adams Town Hall, 8 Park Street, Adams MA 01220 in the first floor Selectboard Room. Any questions regarding the project must be submitted in writing by noon (12:00 PM) on August 13, 2024. Verbal responses are not valid. If necessary, a response to all questions submitted in writing will be provided in the form of an Addendum to all bidders of record. Bid documents, including Plans and Specifications for the proposed work, may be obtained electronically on or after July 24, 2024 by contacting the Community Development Department at 413-743-8300 x133 or via email at kbelanger@town.adams.ma.us. Bids will be accepted at the Town Administrator's Office, 8 Park Street, 2nd Floor, Adams, MA 01220 until 4:00 PM Thursday, August 22, 2024, at which time they will be publicly opened and read. MassDOT prequalification of contractors with the class of work as, Highway Sidewalk & Curbing OR Pavement Surfacing, for the project with an estimated value of $785,759.85 will be required. Wage Rates are subject to the minimum wage rates per M.G.L. c. 149, 26 to 27D, inclusive and Federal Labor Standard Provisions 29 CFR 5.5. A bid bond or certified check in the amount of five percent (5%) of the total bid must accompany the bid. Bidders must use the approved bid form and mark: "ADAMS BID #24-010 DOWNTOWN ROADWAY RESURFACING AND SIDEWALK RECONSTRUCTION" on the outside of the sealed envelope. This project is subject to the provisions of M.G.L. c. 30, 39M. Additionally, this project is considered a "Section 3" project and is subject to the provisions of 24 CFR Part 75 "Economic Opportunities for Low- And Very Low-income Persons." This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of Buy America Preference in Federal Financial Assistance Programs for Infrastructure, April 18,2022. The Town of Adams reserves the right to waive any informality and to reject any or all bids if deemed to be in the best interest of the Town.
