Invitation to Bid The Town of Richmond, Massachusetts Invites Proposals for Richmond Town Center-Photovoltaic System The Town of Richmond Massachusetts, the Awarding Authority, invites sealed bids for The Richmond Town Center -Photovoltaic System located at 1751 State Road, Richmond, MA, before 2:00PM, local time, December 13, 2023 for General Bids. Bids will be electronically received via Projectdog.com. The scope of work includes providing a complete grid connected 50KW AC rooftop solar photovoltaic system. System shall include photovoltaic modules, grid connected inverter, racking system for asphalt shingle pitched roof attachment, interconnecting wiring and balance of system components for a complete operational system. Interconnection preliminary agreements have already been secured by the owner with the local utility. Provide testing, inspections, etc as required for final utility and local official approvals. The site is the Town Center at 1751 State Road. A payment and performance bond in the amount of the contract, with satisfactory surety, for faithfully doing the work will be required. The General Contractor shall be DCAMM certified in General Construction. Select "Acquire Documents" to download documents, review a hard copy Projectdog's physical location, or request a free project CD from Projectdog. All Addenda must be acquired electronically at www.Projectdog.com. Each individual or firm recorded as having requested a set of Project Documents will be electronically notified via email when addenda are issued. It is the sole responsibility of the bidder to review all ADDENDA prior to bid opening at www.Projectdog.com or at Projectdog's physical location. Bidders may obtain one full paper bid set from Projectdog for a refundable deposit of $100.00 made payable to Projectdog in the form of certified check or money order. The full amount of the deposit will be refunded to all responsive bidders returning the Project Documents in good condition within ten (10) days after date of general bid opening. Otherwise, the deposit will become the property of Projectdog, Inc. Bidders requesting their refundable paper set to be mailed must supply a non-refundable shipping and handling fee of $100.00 payable to Projectdog. Mailing fee will be $50.00, made payable to Projectdog. After bid opening, a bidder may not change the price or any other provision of the bid in the manner prejudicial to the interest of the Town or fair competition. No bidder may withdraw a bid thirty (30) days after the actual date of the opening of the bids. The Town may waive information or allow the bidder to correct them. General Bid and filed-sub bid forms are bound in this Project Manual. All bids shall include a bid bond in accordance with Chapter 30, Section 39M or Chapter 149, Section 44B or a certified treasurer's or cashier's check issued by a responsible bank, for five (5) percent of the value of the proposed work payable to the Town of Richmond, Massachusetts. This check to be property of said City if the Bidder fails to execute the contract, all other required documents, provide all certificates, and satisfactory bond within ten (10) days after the contract may have been awarded to him. Bidding procedures shall be in accordance with M.G.L. c. 149, SS44A-44J, as most recently amended, and all other applicable laws. Bids are subject to Prevailing Wage Rates as required by MGL c. 149, SS 26 to 27H. Copies are bound in this Project Manual.
