Legal Advertisement Designer Firm Selection Request for Qualifications Town of Sheffield Highway Garage Project The Town of Sheffield Select Board, acting through its Town Administrator and Chief Procurement Officer, is seeking proposals from qualified, experienced architectural firms to review, formalize and develop department programming for the Highway Garage Project services. The scope of the project will be limited to department interviews and data collection to establish the appropriate special requirements for the department building. This initial scope is intended to produce program requirements and schematic design layouts for the proposed site. The sealed proposal for the Designer Firm Selection Request for Qualifications shall be received until 3:00PM on Thursday, October 7, 2022 with a total of one (1) original, seven (7) copies, and one (1) digital copy of the responder's sealed response submitted to: Rhonda LaBombard, Town Administrator; Sheffield Town Hall; 21 Depot Square; Sheffield, MA 01257. All RFQ proposals must be held valid for 60 days after the submission deadline. This solicitation is being conducted in accordance with the provisions of M.G.L. C. 7C, 44-57, the designer selection law, and any resulting contract will be strictly awarded in accordance with the requirements of the solicitation. A quality-based selection process will be used to select the Architect. The Select Board will appoint a Designer Firm Selection Committee to evaluate qualifications and experience of the submissions and recommend the finalists for an award. The selected firm may be retained through completion of design, bidding, and construction phases, pending additional funding authorization, without solicitation for up to 12 months. Proposers shall examine all information and materials contained in and with this solicitation. Failure to do so shall be at the proposer's risk. The Select Board or its designee reserves the right to waive any informalities or irregularities in the proposals received, or to reject any and all proposals, wholly or in part.
