NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS FOR TIERED PROJECTS AND PROGRAMS Date of Publication: July 9, 2022 City of Pittsfield 70 Allen Street Room 205 Pittsfield, MA 01201 413-499-9368 On or after July 20, 2022 the City of Pittsfield will submit a request to the U.S. Department of Housing and Urban Development for the release of Community Development Block Grant funds (CDBG) under Title I of the Housing and Community Development Act of 1974 to undertake the following projects: Tier 1 Broad Review Project/Program Title: Housing Rehabilitation and Handicapped Accessible Grants Purpose: Loans and grants to income eligible, residential, owner and/or tenant occupied housing. Location: Funds will be available City wide, once a site has been identified a site specific environmental review will be conducted. Project/Program Description: CDBG funds will be used to conduct a housing rehabilitation program that addresses code related repairs, lead paint abatement activities, emergency repairs and the installation of handicapped accessible ramps at residential housing units occupied by handicapped persons. Properties will consist of 1-4 units of occupied housing. The purpose of this activity is to create suitable living environments and preserve affordable housing. Tier 2 site specific reviews will be completed for the laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known. These are the National Historic Preservation Act of 1966, particularly sections 106 and 110; 36 CFR Part 800; Floodplain Management 24 CFR Part 55, Executive Order 11988, Noise Control Act of 1972, as amended by the Quiet Communities Act of 1978: 24 CFR 51B Subpart B, Explosive and Flammable Operations 24 CFR Part 51 Subpart C, Contamination and Toxic Substances 24 CFR Part 50.3(i) & 58.5(i)(2), Airport Hazards 24 CFR Part 51 subpart D Level of Environmental Review Citation: 24 CFR Part 58.35(a)(3)(i) and 24 CFR Part 58.35(a)(3)(ii) Mitigation Measures/Conditions/Permits (if any): At the site specific review level, the State Historic Preservation Office will be consulted and a finding of "No Adverse Effect" will be sought before proceeding. The activity proposed does not consist of substantial rehabilitation, defined as rehab costs exceed 50% of the pre-rehab value or an increase of 20% or greater density to the project. Addresses will be mapped on FEMA issued FIRMs to determine if they are located in a 100 year floodplain. Flood insurance will be required for any site within the 100 year flood plain. In order to receive funds, on site inspections will be conducted for each site, NEPA maps will confirm there are no hazards within a mile of the project and the historic use of the property will be documented. Estimated Project Cost: The program will provide a maximum amount of investment of no more than $35,000/ unit and assist an average of 25 units of housing with an estimated total project cost of $183,500 in CDBG funds. Tier 1 Broad Review Project/Program Title: Vacant Building Demolitions Purpose: Demolition of vacant, condemned structures for health and safety reasons Location: Funds will be available in CDBG eligible areas in the City of Pittsfield. Once a site has been identified a site specific environmental review will be conducted. Project/Program Description: CDBG funds will be used to address slum and blight by demolition of vacant condemned residential properties. Consisting of 1-4 units of residential buildings in which the property owner is absent/nonresponsive and the buildings are under an order to demolish. The purpose of the program is to address slum and blight and improve living environments. Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known. These are Historic Preservation Act of 1966, particularly sections 106 and 110; 36 CFR Part 800; Floodplain Management 24 CFR Part 55, Executive Order 11988,Noise Control Act of 1972, as amended by the Quiet Communities Act of 1978: 24 CFR 51B Subpart B, Explosive and Flammable Operations 24 CFR Part 51 Subpart C, Contamination and Toxic Substances 24 CFR Part 50.3(i) & 58.5(i)(2), Airport Hazards 24 CFR Part 51 subpart D. Level of Environmental Review Citation: 24 CFR Part 58.35(a)(4)(i) Mitigation Measures/Conditions/Permits (if any): At the site specific review level, the State Historic Preservation Office will be consulted and a finding of "No Adverse Effect" will be sought before proceeding. In order to receive funds, on site inspections will be conducted for each site, NEPA maps will confirm there are no hazards within a mile of the project and the historic use of the property will be documented. Any site located in the 100 year flood plain will require completion of an 8 Step Flood Process. Estimated Project Cost: The average anticipated cost of demolition is $40,000 per property and a proposed 3-4 buildings will be demolished with these funds with an estimated total project cost of $120,000 in CDBG funds. Tier 1 Broad Review Project/Program Title: Removal of Architectural Barriers Purpose: Handicapped Accessible Improvements to commercial property to increase accessibility for disabled individuals. Location: Funds will be available City wide, once a site has been identified a site specific environmental review will be conducted. Project/Program Description: CDBG funds will be used for private and non-profit commercial buildings to make accessible improvements for the purpose of providing increased accessibility for disabled residents. Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the tier 1 broad review for each address under this program when addresses become known. These are Historic Preservation Act of 1966, particularly sections 106 and 110; 36 CFR Part 800; Floodplain Management 24 CFR Part 55, Executive Order 11988, Noise Control Act of 1972, as amended by the Quiet Communities Act of 1978: 24 CFR 51B Subpart B, Explosive and Flammable Operations 24 CFR Part 51 Subpart C, Contamination and Toxic Substances 24 CFR Part 50.3(i) & 58.5(i)(2), Airport Hazards 24 CFR Part 51 subpart D Level of Environmental Review Citation: 24 CFR Part 58.35(a)(2) Mitigation Measures/Conditions/Permits (if any):.
