CITY OF NORTH ADAMS INVITATION TO BID BID # NA-2021-002 Sealed General Bids for Harriman and West Airport; FAA AIP No. 3-25-0036-03X-2021, Bid # NA-2021-002, Remove Taxiway A2, as prepared by the City's design firm Stantec Consulting Services, Inc. of Albany, NY, will be received by the City of North Adams at the Office of Community Development (OCD), Room # 107, City Hall, 10 Main Street, North Adams, Massachusetts 01247, until 2:00 pm local time on Tuesday, April 27, 2021 immediately after which all bids will be taken to the OCD Conference Room # 110 where they will be opened and read publicly. NOTE: City Hall is currently closed to public access due to COVID-19. As a result, all bids MUST be submitted by USPS, FedEx or UPS. If you plan on responding to this bid, please give yourself plenty of time to compensate for complying with this new protocol. It is the bidder's responsibility to allow for shipping durations and to track packages. If bidder's plan to attend the public bid opening in person an appointment must be scheduled in advance to allow access into City Hall. Bidding procedures and the selection of a General Contractor shall be in conformity with Massachusetts General Laws (MGL), Chapter 30, Section 39M, as amended to date. The estimated contract cost is $100,000.00. All work under this Contract must be completed within twenty (20) consecutive calendar days of the date specified in the "Notice to Proceed". A proposal guaranty shall be submitted with each Bid consisting of a bid deposit for five (5) percent of the value of the bid in the form of a bid bond, or cash, or a certified check, or a treasurer's or a cashier's check issued by a responsible bank or trust company, payable to the City of North Adams in the name of which the Contract for the work is to be executed. The bid deposit shall be (a) in a form satisfactory to the City of North Adams, (b) with a surety company qualified to do business in the Commonwealth and satisfactory to the City of North Adams, and (c) conditioned upon the faithful performance by the principal of the agreements contained in the bid. The successful Bidder will be required to furnish a performance bond and a labor and materials payment bond, each in an amount equal to 100% of the Contract price. The surety shall be a surety company or securities satisfactory to the City of North Adams. Attention is called to the minimum rate of wages to be paid on the work as determined under the provisions of Chapter 149, Massachusetts General Laws, Section 26 to 27G, inclusive, as amended. The Contractor will be required to pay minimum wages in accordance with the schedules, which wage rates have been predetermined by the U. S. Secretary of Labor and/or the Commissioner of Labor and Industries of Massachusetts, whichever is greater. The successful Bidder will be required to purchase and maintain Bodily Injury Liability Insurance and Property Damage Liability Insurance for a combined single limit of $ 1,000,000.00. Said policy shall be on an occurrence basis and the City of North Adams shall be included as an Additional Insured. This contract is subject to Disadvantaged Business Enterprise (DBE) participation provisions requiring that not less than 4.18% of the Contract be performed by a disadvantaged owned and controlled business enterprise contractor(s). With respect to this provision, bidders are urged to familiarize themselves thoroughly with the Bidding Documents. Strict compliance with the pertinent procedures will be required for a bidder to be deemed responsive and eligible. This Contract is also subject to Affirmative Action requirements of the City of North Adams contained in the General Requirements and Covenants, and to the Secretary of Labor's Requirement for Affirmative Action to Ensure Equal Opportunity and the Standard Federal Equal Opportunity Construction Contract Specifications (Executive Order 11246).
