Town of Hancock, MA Board of Selectmen Bid Specifications 01-27 Sealed bids for the laying of approximately 1350 tons of bituminous concrete and the repair of a bank failure on Rathbun Road in Hancock, MA will be received at the Hancock Town Hall, 3650 Hancock Road, Route 43, in Hancock until noon on July 1, 2026. The bids will be publicly opened and read aloud by the Board of Selectmen at 4:30 p.m. at the Hancock Town Hall. "MassDOT prequalification of contractors with the class of work as, Highway - Construction, for the project with an estimated value of $225,000.00 will be required." Please bid on the following: Bank Failure to be repaired prior to paving: Excavation & Installation of 4 tiers of 2' X 2' X 6' concrete blocks 70 linear feet +/-, Bottom tier to be embedded completely, Back filled with processed gravel & geogrid, Every tier minimal of 6' back, Patch road with 3" binder, Supply & Install 1 - 18" & 1 - 24" cross culverts approximately 26' each, Patch roadway with 3" binder, Correct culvert at first stream crossing and reset guardrails, Overlay Rathbun Road 7800 X 14 X 2", Estimate 1350 ton 9.5 MM, Estimate 600 gallons tack, Sweeping. Milled joints at intersection of Rathbun Road and Route 43.Shoulders along both roadways will be scraped back before sweeping. Areas needing level coats will be applied before top coat. Tack coat will be applied as per MASSDOT specifications (0.05 gallons per square yard). Driveway aprons will be winged. Sweeping will be the contractor's responsibility. Traffic Officers will be supplied by the Town of Hancock. All materials must meet the MassDOT specifications. All employees must be OSHA-10 certified. Work should begin after July 1, 2026 and be completed by August 30, 2026. A sufficient number of trucks for transporting the bituminous concrete to the site will be required. THE PLANE OF THE FINISHED SURFACE SHALL BE SMOOTH AND ACCEPTABLE TO THE HIGHWAY SUPERINTENDENT. ALL CORRECTIONS WILL BE MADE THE DAY OF PAVING. ALL MATERIAL SLIPS MUST SHOW THE AMOUNT OF VIRGIN LIQUID AC GOING INTO THE MIX. Each general bid shall be accompanied by a security bond 5% of the bid price and must furnish a 100% Performance Bond and a 50% Payment Bond. Contractor must be pre-qualified by the MASSDOT and must be on the email list from the State Prequalification's Office. No bidder may withdraw his bid for a period of thirty (30) days excluding Saturdays, Sundays, and Holidays after the actual date of the opening of the bids. The minority employee percentage rate to be applied to this project will not be less than 5% in each class. All contractors and subs must be OSHA-10 certified Wage rates are subject to the minimum wage rate as per M.G.L. Chapter 149, Section 26 through 27F, inclusive. This contract contains a price adjustment provision for bituminous concrete mixtures. Price adjustments will be in accordance with MASSDOT special provisions for Price Adjustments for Hot Mix Asphalt Mixtures E-09-001, the base price on this contract is $701.25 based on the May 2026 index price. The Selectmen reserve the right to waive any informality or to except or reject any or all bids if deemed to be in the best interest of the Town. BOARD OF SELECTMEN Sherman L.
