TOWN OF EGREMONT INVITATION TO BID - Blunt Road - 2025 The Town of Egremont, acting through its Board of Selectmen, invites sealed bids from contractors approved by MassDOT for paving of Blunt Road and related work project. Work to begin July 28, 2025. Work must be completed no later than September 29, 2025. Scope of work/bid packet can be obtained from Road Superintendent, James Noe, highway@egremont-ma.gov, 413-528-1106. The work to be performed includes paving and related work. Two ten ton rollers, and a sufficient number of trucks to provide the paver with uninterrupted service of the bituminous hot mix asphalt are required for this project. All applicable federal, state and local laws, regulations and rules shall be observed. Sealed bids from General Contractors, submitted on the proper forms and clearly marked "Blunt Road paving" shall be received at the Select Board Office, 171 Egremont Plain Road (Route 71), Egremont (or via mail to PO Box 368, South Egremont, MA 01258) until 2:00pm Wednesday, July 9, 2025, at which time they will be publicly opened and read aloud. The Bid Guaranty from each General Contractor shall be in the form of cash bid bond, certified check, Treasurer's or Cashier's check, drawn upon a responsible bank or trust company doing business in the Commonwealth of Massachusetts and shall be made payable to the Town of Egremont. The Bid Guaranty shall be five percent (5%) of the bid amount for General Contractors. Bidders must conform to the monthly price adjustment for hot mix asphalt (HMA) mixtures as per special provisions of the MassDOT Document 00811. See www.massdot.state.ma.us for period prices. Bidders must conform to price adjustment clauses for diesel fuel, gasoline, liquid asphalt, Portland cement concrete, structural steel and reinforcing steel. Work under this contract shall be subject to the provisions of Chapter 30, Section 39M of the Massachusetts General Laws. Wages are subject to Massachusetts's minimum wage rates as required by M.G.L. Chapter 149, Sections 26 to 27D, inclusive. The contractor must certify that he shall not discriminate against any qualified employee or applicant for employment because of race, color, national origin, ancestry, age, sex, religion, or physical or mental handicap. The Contractor must agree to comply with all applicable Federal, State and Local statues, rules and regulations, prohibiting discrimination in employment. A 5% bid deposit and a fifty percent (50%) Payment Bond with a surety company qualified to do business in the Commonwealth of Massachusetts will be required of the successful bidder within 7 business days of Notice of Award. Selection of the contractor will be based upon bidder qualifications including evidence of past performance in similar projects, bid price, and MassDOT prequalification. The Contract will be awarded to the bidder deemed by the Awarding Authority to be the lowest responsible and eligible bidder. MassDOT prequalification of contractors with the class of work as, pavement resurfacing, for the project with an estimated value of $315,000.00 will be required. The Town of Egremont reserves the right to accept or reject any and all bids, in whole or in part, to waive any informality in the bids received, and to accept the bid deemed to be most favorable to the best interest of the Town. The bidder agrees that its bid shall be good and not withdrawn for a period of thirty (30) days, Saturdays, Sundays, and legal holidays excluded, after the date of opening the bids. These taxes are not to be included in the bid. Copies of the Owner's tax-exempt certificate will be available to the successful Bidder upon execution of the contract.
