Be it ORDERED by the City Council of the City of North Adams that the City appropriate the amount of TWO HUNDRED THOUSAND EIGHT THOUSAND, FIVE HUNDRED DOLLARS ($208,500) for the purpose of paying the costs of making capital improvements to the Library Belvedere located at 74 Church Street, including without limitation the design, construction, reconstruction and rehabilitation thereof, and for the payment of all other costs incidental and related thereto, and that to meet this appropriation the Treasurer, with the approval of the Mayor, is authorized to borrow said amount under and pursuant to M.G.L. c.44, 7(1) or pursuant to any other enabling authority, and to issue bonds and notes therefore, and to take any other action relative thereto. AND FURTHER ORDERED: that the Treasurer is authorized to file an application with the appropriate officials of The Commonwealth of Massachusetts (the "Commonwealth") to qualify under M.G.L. c.44A any and all bonds of the City authorized to be borrowed pursuant to this loan order and to provide such information and execute such documents as such officials of the Commonwealth may require in connection therewith.
