REQUEST FOR PROPOSALS (RFP) SLUDGE CAKE HAULING AND DISPOSAL HOOSAC WATER QUALITY DISTRICT WILLIAMSTOWN, MA The Hoosac Water Quality District (HWQD) requests a 2.5-year proposal (with two (2) separate additional optional renewal years after this initial term) for the transportation and disposal of sludge cake from its wastewater treatment facility (WWTF). The HWQD invites sealed proposals for the removal, hauling and disposal of its dewatered sludge cake with an average solids content of 18% to 21%. A Request for Proposals (RFP) describing the Vendor's scope of supply, qualifications, and other requirements will be available on Monday, October 28, 2024. Proposals will be accepted at the HWQD Wastewater Treatment Facility, 667 Simonds Road, Williamstown, MA 01267 until 1:00 p.m. on Monday, December 9, 2024. The Proposals will not be opened publicly. This Request for Proposals (RFP) is in accordance with M.G.L. Chapter 30B 6 for the procurement of goods and services. Respondents shall submit separate proposals for the technical and cost elements as described in the RFP. Following the submittal of proposals, technical proposals will be evaluated in accordance with the criteria stated in the RFP by the person(s) designated by the HWQD to perform such evaluation(s). Once proposals are evaluated, the evaluations shall be submitted to the HWQD, who shall open price proposals and award an agreement, if at all, to the responsive and responsible Vendor whose proposal is deemed the most advantageous, taking into consideration price and the evaluation criteria included in the RFP. The successful Vendor shall furnish the equipment and services necessary to meet the requirements of the RFP. Addenda will be emailed to registered plan holders. The HWQD reserves the right to reject any or all submittals and to only award a contract if it is in the best interest of the public to do so.
