COMMONWEALTH OF MASSACHUSETTS DEPARTMENT OF TELECOMMUNICATIONS AND CABLE D.T.C. 21-4 August 12, 2021 NOTICE OF PUBLIC HEARING On March 1, 2021, Taconic Telcom Corp. d/b/a Consolidated Communications Long Distance and Taconic Telephone Corp. d/b/a Consolidated Communications (collectively "Taconic") filed tariffs proposing, respectively, to (1) increase Taconic's Voice Advantage and Voice Advantage II In-State Calling Plans by $0.50 ("MDTC No. 3") and (2) increase Taconic's residential access line rates by $2.00 and increase Taconic's Voice Advantage and Voice Advantage II bundles by $2.50 ("MDTC No. 5"). On March 31, 2021, the Department of Telecommunications and Cable ("Department") opened an investigation into the propriety of the rates and charges set forth in MDTC No. 3 and MDTC No. 5. This proceeding is docketed as D.T.C. 21-4. The Department will investigate the rates and charges as a formal adjudicatory proceeding pursuant to G.L. c. 30A and 207 C.M.R. 1.00 and will hold a public hearing as part of its investigation. This hearing will take place by the Zoom videoconferencing platform at 11 A.M. on September 8, 2021. Any person wishing to listen to or submit verbal comments during the public hearing must join the following Zoom conference by using the Meeting ID and Video Passcode or the Dial-In Number, Meeting ID, and Dial-In Passcode at the start of the hearing: Meeting ID: 969 3682 6864 Video Passcode: Lv93Q7 Dial-In Number: +1 929 205 6099 Dial-In Passcode: 983219 Any person wishing to submit verbal comments during the public hearing is asked to notify the Department prior to the hearing by contacting Shonda D. Green, Secretary of the Department, at shonda.green@mass.gov or (617) 305-3580. The Department will also accept written public comments until September 15, 2021. Written comments should be directed to Shonda Green at the email address, or in hardcopy to the mailing address, below. Any person who desires to participate as a party to this proceeding must file a written petition for leave to intervene by e-mail to dtc.efiling@mass.gov or in hardcopy to: Shonda Green, Secretary Department of Telecommunications and Cable 1000 Washington Street, Suite 600 Boston, MA 02118-6500 Petitions for leave to intervene must be received by 5:00 P.M. on September 15, 2021. Such petitions must satisfy the substantive requirements of 207 C.M.R. 1.03(1). The text of the e-mail or written petition must specify: (1) the docket number D.T.C. 21-4; (2) the name of the person submitting the filing; (3) that person's title, if any; and (4) a brief descriptive title of the document (e.g., petition to intervene). The petition should also include the name, title, and telephone number of a person to contact in the event of questions about the filing.
